Technical Specialist

The Network Engineering & Operations (NEO) division is accountable for the operation and maintenance of all nbn Networks, Services and Network facilities. It also is accountable for all wholesale and retail service
provider customer interactions from both the service activation and service support perspective. The
organisation is currently maturing towards having an established structure and practices to cater for these

Operate & Maintain is accountable to operate and maintain the nbn network to WBA uptime assurance and
availability SLAs and customer satisfaction targets, including driving business continuity, disaster recovery and
crisis management.

Technical Specialist – Maintain Network is accountable to provide leadership and technical expertise for the
health and wellbeing on nbn HFC network.

The role will require to provide technical interface for the NOC and nbn Customers to resolve complex service
affecting incidents within defined service level targets. The role will establish and maintain open
communications with internal and external stakeholders and maintain operational performance metrics within

The Technical Specialist is also expected to provide interface in to CTO, Network Engineering and SEO
Engineering teams to drive continuous improvement of production design and resolve design defects.


Be responsible for driving Problem Management to resolution. Technical management of escalated (tier 3) incident management. Liaison with vendor technical support to resolve complex production incidents and problems (systemic issues).

Subject matter expert for HFC Network platforms including Cable modems, CMTS and RF transmission network. Represent Network Operations assurance into other parts of nbn, ensuring satisfactory outcomes for all stakeholders.

Project Manage and Deploy software upgrades, patches and configuration changes which underpins launch of new capabilities, technologies and products. Perform ongoing network administration and configuration management of HFC network.

Network Elements and Element Management system acceptance in to production network as per required production software and configuration baseline.



Knowledge & Experience e.g. qualifications or indicative years of experience:

University degree in network or telecommunications engineering

5-10 years of experience as technical specialist or solution architect specific to nbn technologies

10-15 year of experience in Telecommunications, IT or vendor operational environments/industries in highly technical domains

Industry recognised certification in routing, switching and vectoring technologies

Certification in ITIL v3/SAFe 4


Practical/Specialist/Technical Skills: e.g. Keyboard, Software Distribution, etc.:

HFC access network technical support

Network assurance and service configuration on HFC network

Hands on working knowledge of DOCSIS, RF optical transmission, IP Routing (OSPF and BGP), Ethernet Switching, Firewalls, LAG protocols, IP telephony, Multicast technology

Experience in resolving complex incident and problem tickets in a telecommunications and service provider network

Mentoring in 24X7 NOC environment

Performing network upgrades and service restoration

Commscope E6000 CMTs, CM820B and CM8200 Cable modems, Incognito SAC and BCC, Skyline Dataminer, CORView, CHP Max500,  Commscope NXT

Experience supporting and providing input into the development of network and service product capabilities

Experience supporting and providing input into the development of OSS/BSS capabilities

You are expected to work after hours providing support to nbn NOC in 24X7 environment and be on-call on an average 1 in every 5 weeks with 15 minutes response time

You are expected to perform regular network upgrades and perform planned change activities afterhours and weekends; as per nbn’s agreed maintenance windows
